CMS’s Five-Star Quality Rating System was developed in 2008 to help compare healthcare centers. A key performance indicator, the system evaluates nursing homes based on three dimensions: health inspections derived from on-site inspections, staffing based on the ratio of licensed staff to residents, and quality measures for how the community is caring for physical and clinical needs.
